What selection are you using for the 9700 of the Omni-rig.ini file for the radio?? Does the same thing happen to all 3 .ini file for the 9700??
It almost sounds like in the .ini file for the radio has the vfo code backwards.
The bridge just reads the information that Logger32 sends out as to what frequency to use and sends it to Omnirig and vice-versa. So it is something wrong I think with the .ini file. After I know what ini file you use I will look at that one and see if the cat codes match up.
